Anyone else having problems with scrolling using their mouse in Yosemite?

I mainly use a Magic Mouse, and suddenly scrolling will stop working in a particular program. Like as I type, I can't use my mouse to scroll in iTunes, but its still working in every other program. If I quit iTunes and restart, scrolling will start to work again. The problem is not exclusive to iTunes, I've had it stop working in Numbers, Safari etc too. Quitting and restarting the program always fixes it. I can still scroll with the scroll bars etc, just not the mouse.

I've tried plugging in a wired mouse too, but the scroll wheel will still not work until I restart the offending program.

Any thoughts?
 
I'm having a similar problem with my MBP trackpad.
So far the problem for me occurs only when I have the app in full screen.
In Safari, when the bookmarks panel is open on the left I simply cannot get scrolling to work there. It works fine on the right side, where the webpages are displayed, just not in the bookmarks panel.

In Mail it's the opposite. When I select a message on the left I am usually unable to scroll the message pane on the right if it's in full-screen mode.

It's quite frustrating
