Mouse settings with ipad

Where can I do mouse settings on an iPad, and is there a setting to where one can use a little scroll wheel on a Bluetooth mouse to scroll on a page?

My daughter got a Bluetooth mouse to use with her iPP (2020) and wants to be able to use the little scroll wheel on it.

Also, why do scroll bars not always come up on various pages until you touch with your finger? Is there a way to make that happen with the mouse?

As far as I know the scroll wheel should just work. I’ve tried both a bluetooth mouse (Logitech MX master) and cheap Gigabyte USB mouse and they both work fine. Are you able to try a different mouse? I found that my 2011 magic mouse wasn’t fully supported either in that the gestures would not work.

I believe the scroll bars only appear when the screen is scrolled. I would prefer for the bar to be there all the time as well.
