I'm loving my 4K display. however I've noticed the mouse is a tad sluggish and video is delayed. Im running a Late 13' MBPr along with a 4k 40" LG via the HDMi port.

Yes the 13" MBPr doesn't handle 4K at 60 Hz. It's at 52 Hz. You need to upgrade to the 15" if you want no sluggishness.

I have it running at 30. its the highest I can go with this screen on this MBPr 15". Unless they come out with a DP to HDMI2.0 adapter soon I have to run through the HDMI port :(

HDMI will only do a 30 Hz refresh rate. If you are using a 15 inch rMBP you can get 4K at 60 Hz with Minidisplayport to Display Port over thunderbolt.

You can get 52Hz with the 13 inch over thunderbolt but need some third party software. Don't expect miracles on a 13 inch though that is a lot of pixels for an iGPU to push whatever connection...
