Mouse won't scroll in W7

I have a random brand bluetooth mouse and a Razer Orochi and neither of these mice work correctly in W7. In OSX the scroll wheel works fine but when i boot into windows it just doesnt respond. I have installed the latest drivers for both and it made no difference at all. Any ideas?

I connected it via bluetooth on OSX. Booted up Windows which lists the bluetooth as disabled and the mouse works but the scroll wheel doesnt.

I then enabled bluetooth and the mouse stops working completely, when i try to add it as a device it sees Orochi but then is never able to connect to it.

Any ideas?

Basically you want to delete the mouse in OSX, pair it in Windows first and then it will work in Mac OS, just pairing it in OSX first seems to make the windows part not work at all.
