I’m on a Windows 7 machine (I know, I know, get a Mac) and video files I transfer to icloud from my iPhone 8 have no video, only audio, when I download and try to view them on my PC. Do I need to download some drivers or update a program or do something else? I’ve changing photos settings from automatic to original and neither worked.

Thanks in advance for any tips.
 
Thats what usually happens when windose doesn't have the codec to decode the video but can decode the audio. You can try to change the extension but you probably need to convert the video to a more universal mp4.

Download and use VLC to view those. It is not dependent on external OS-provided codecs (or the lack thereof).

Note if your iPhone 8 is configured to record in HEVC, playback might be very slow depending on your PC hardware config and whether the current version of VLC uses Quick Sync for hardware acceleration.
