Movie onto an iPad

i have a friend who wants to copy a film from his own DVD, & somehow get it on his iPad Air 2 in M4v format. To play on an airplane journey.

He doesn't want or need to download it from the 'Net!

Please does anybody have any ideas ???

PS:- he has a PC Computer !
