I just came back from Tokyo and there is a very small balance left on my dad's Suica card in the Apple Wallet. Rather not waste the money and have a balance left. Is there any way to transfer his Suica card from his iPhone to my iPhone?

No, there's no way to transfer it to different Apple accounts. I think you can get the balance refunded and the card closed but would need to be in-person, in Japan with a Suica agent.

I see the possibility of backup items in the Wallet. If I sign into his iPhone with my Apple ID, will the Suica be backed up and added to my account?
 
No. All the cards are removed when you sign out. It won’t be there when you sign in with your Apple ID.
So what is actually backed up in the Wallet? Membership cards? Boarding passes?
 
Everything is backed up, BUT, they are all tied to a specific device and Apple ID. So can get the cards but need to setup the destination device as new, basically, and re-verify the cards. As @gwang73 said, sign out of Apple ID, passes, cards are marked as invalid.


Apple has a support page for the specific pass, but the pesky Apple ID gets in the way.

Damn, you're right. I tried changing accounts and the Suica cards are indeed tied to the device and Apple ID. It doesn't appear to have any way to transfer the Suica card. I guess either he'll have to use it up or lose it forever.
