Moving Files External HD to External HD

Backing up my files, I have one external HD that I am moving files to a a 2nd external HD.
The 2nd HD access page will not extend to allow more files. It is a 500 GB HD and i have only moved 3 GB. The space does not extend for me to move any more files. When I drag down the bottom It extends the whole page. Im lost.
