Moving Folder Of Web Pages

HI,
I have an application that has a folder of linked html files as the user manual.
I want to move this folder to the IPAD and use safari to be able to open the main html file so I can view the manual off line.

I've tried a few of the html to pdf converters thinking I could convert the folder to a single PDF file, but to no avail.
Any Thoughts!
