Hello,

A relative asking how to move contacts from Android with unresponsive screen to an Iphone. Voice commands on that Android still work. Thanks!
 
Is your relative using Google's service for contacts?

If so, they can add their Google account to the iPhone and it will bring over the contacts.
And this is not just limited to Google accounts - many mail services include some combination of contacts, calendars, reminders, and notes - from AOL to Yahoo, corporate Microsoft Exchange Servers, etc.

Since you're having troubles using that device, you could sign into the mail services via web browser to confirm whether contacts, etc. are being stored in the cloud. If they're accessible via web browser, they'll be accessible when adding that mail account to the iPhone (Settings > Passwords & Accounts > Add Account).

If contacts are saved locally to the smartphone (rather than in the cloud), Apple has an Android app for that - https://support.apple.com/HT201196 I can't swear that you'll be able to use it with the phone in that condition, but if you can...
