is it possible to move programs from my main hdd to my 2nd caddy hdd? is there a certain process to do this or is the only way uninstall and reinstall? there are just too many programs to uninstall and redownload the instller dmg to reinstall into a new location

Are you wanting to move all your apps across, or just selected ones?
If it's all, the easiest way would be to copy the /Applications folder across to the new disk and then create a symlink from the new location to /Applications

It depends on the program. Some larger applications like those in the Office Suite, Photoshop, FCP, etc. should NOT be simply dragged and dropped over- they need to be un/reinstalled properly. Smaller applications like Firefox can be dragged over.

mainly just smaller applications... i want to make more room for the more extensive programs like logic and ableton
