If I moved my "iTunes Folder" onto an external hard drive, and then moved it to my Windows PC, will iTunes on my Windows PC automatically open my iTunes Folder, and look/act just like iTunes on my Macbook?

The only thing I need to do besides moving my iTunes Folder is also authorize my Windows PC so I can sync it with my iPhone/iPad right?

I have a ton of apps I don't want to re-download onto my Windows PC  Also them hours of progress in the games.

Yes

Yes it should do, just transfer your iTunes folder into your Music folder on your MacBook and then open it up with iTunes. I did this when I transferred from an old Windows laptop to a Mac.
