Moving offline email to Mail?

I have been trying to regain my folders form my Yahoo Plus email account, and there is no easy way to do it. I figured that if I save the folders (with emails inside them) to the desktop, I would be able to drag them into mail and create an additional mailbox for each folder. Well, I went to drag it in, and my computer won't let me drag it in, anybody have any ideas?
