Moving user accounts between hard drives

I'm installing a second hard drive in my desktop. Since it is a better drive than the OEM one, I eventually want to make this my main drive.

When Tiger is available, I'd like to install Tiger on the second drive, and then move all of the user accounts from the original drive to the Tiger drive, and then wipe the original drive to use for media storage.

I know that Apple makes it easy to move user accounts from an existing computer to a new one, but is there an easy way to do it between drives on the same computer?
