iTunes...

Go to your Music library, right click on the song, select "Get Info", click on "options" tab, select your in and out times after checking the squares in front of them. Hit OK. Set the iTunes preferences to import songs as MP3's at the quality you want. Then, right click on your song again and select "Convert selection to MP3". If you have selected any other format in Preferences, it might say "Convert selection to AAC" or AIFF or WAV or Apple Lossless etc. Anyways, it will place a new song with the same name, but different length (and format if you so desire) in your Library.
