I have a harddrive that is MS-DOS (FAT32) but i want to completely erase everything using disk utility but it doesn't give me and option of formatting it to MS-DOS (FAT32). the closest option to that is MS-DOS (FAT). Is there any difference between these two formats? If so what?

Mac OS X doesn't distinguish between the various FAT varieties - it calls them all "FAT", and always formats as FAT32 (unless you choose ExFAT, otherwise known as FAT64).

If you didn't understand any of that, the short answer is: You're fine with choosing MS-DOS (FAT).
