ms office 365 OTP failing to validate

Is there any truth that when a sender of an Encrypted word.doc to my outlook via e-mail that only the Sender has the ability of entering ms OTP -one time pass-code.

I ask as I am the recipient of an e-mail and Encrypted.doc intended for myself to view and review.
Whereas on entering the ms OTP it fails Validation.

p.s. got that 1st piece of info from online search, surely if intended for sender it defeats the purpose of OTP's
