MS Paint equivalent in OS X?

I have a PNG that I need to do some very very basic editing (circle something and add some text). Is there a MS Paint equivalent in OS X that I can do this with included in OS X?

Hey, there are several threads on this in the forum, try a search for paint, 2 are tuxpaint, a bit of a clone, and seashore wchich is much better (similar to photoshop)
