msn messenger and ichat problems

i have two little problems with them. first in msn messenger there is an option to take off the ads, "promotional pane". i was able to take it off before but now its shaded out and i have no idea why. and in ichat ive never been able to block anyone cuz the block person thing under the menu is always shaded. i added a couple pictures so you can see how it looks to me. thanks in advance.
