It’s possibly changed in Catalina but on previous hardware it wasn’t ever a hardware issue, but a software one.

Assuming it’s not fixed in Catalina, if you want to run two DP displays from a single port I’d suggest one of the TB3 to Dual DP adapters (OWC, Sonnet, AKiTiO and StarTech all sell
what look like badged versions of the same thing).

I use the OWC one with a 2018 Mac mini and two Dell P2415Q 4K displays, works a treat!

Do you need *active* DP cables for that?
I'm looking to run 2 4k monitors from a new 16", but trying to minimize the number of ports I use, because I need the others.

For the TB3 adapter I mentioned? No. I just use the cables Dell sent with the displays.
