macOS Multi-user login script using Applescript

I have read several forums and have seen all the potential security issues with automatic login, but I still need to do this. I have a Mac Pro running Leopard Server. The computer itself is secure in a room and is behind a firewall. My issue begins when someone reboots the machine. I have Vine Server installed and all the accounts must be logged in for people to access them. If the computer is rebooted, all the accounts are turned off and I physically have to turn them back on. I have found a script that will automatically turn the screens back to the login screen, but I need to write a script that will login each user and then return to the login screen.
