Currently iOS doesn't allow to manage photos on that way, you need to do it on your desktop using iPhone (lot of windows user complaint a lot about it, since there isn't really an alternative on the windows side)

I sync my iPad with Aperture. In iTunes I select the albums and smart albums, events and faces to sync to my iPad. These appear in the appropriate tabs in Photos on the iPad.

How are you syncing your photos?

Buy photo sort from the app store.

If you have a mac then use iPhoto or Aperture, if you have a windows I think this is done creating folders in the folder you sync your Photos from.
