How would I put a norwegian language pack into the dictionary? Currently I use english, but I do alot of writing in Norwgeian so I would like to have the norwegian one in there also...

I guess you mean spell check, (System Preferences==>International) and drag Norsk (I believe this is Norweigen) to the top of the list, when you want to spell check with it, if not click "Edit List" and it will be in there.
If you want to switch on the fly, add Norweigen to the Language Input menu (also in international preferences).
