Multiple Watch owner Apple Pay question?

I have three watches paired to one iphone. I have 4 apple pay cards on the watch app and one the watch that was active at the time. how is the behaviour supposed to be?

Apple Pay watch app shows the cards I loaded in with the active watch at the time.

The other watches wallet do not show the cards when I double tap the side button BUT if I try to load them using the ADD button it errors out with already in wallet?

Each watch has to have the cards added individually as they have to be independently verified by the bank each time. Wear and unlock the watch as you add each card to that watch or turn off "Auto Switch" on the iPhone and manually select each watch there before adding the cards to the watch.
