Multiplexed 1Gb Mpeg 1/2 file, HELP!!

Ok so i got this file, but its too big. I know its the size of a normal download movie but this is a vhs rip at like 400 x 300 resolution.
I need something free to convert/encode this to anything else thatl make it smaller (.mov, .mp4 etc)

I've tried DiVA but it takes away audio and i DONT want QT pro i want preferably a free app
