I use skype over 3g ALOT but don't have it on 'back grounder'.

First will me putting skype on back grounder drain the battery more?

Second, I read that the 4g will do this without a jailbreak. Since it's already in the 4g will this drain the battery more?

There will be slight loss in battery. Nothing very noticeable. iPhone OS 4.0 does this by default. iPhone 4th generation hasn't been announced yet.
 
This belongs in the Hacks forum, but Yes if you leave it background on your JB phone, it will kill the battery pretty fast.

OS 4.0, which has not been released to the public yet, will have Skype able to run in the background without really affecting the battery life at all.

I'd say your best bet is to wait until June/July for the new OS to be released

1. Yes
2. No, its a different type of backgrounding nativelly by the OS that will put the processing and battery usage to a minimum.
