According to my searches there use to be an option under General>Music>Use Listening History but it is not there.

If I search while in Settings for it it shows up the list of options as a selection but when I choose "Use Listening History" (I search for Listen and get about five choices) it dumps me into General>Music but with no option by that name.



Mini 13, 15.1 ( I am NOT an Apple Music user/subscriber, I only use playlists I make in iTunes from my Mac)
 
Why do you want to turn that off? That option only influences Apple Music recommendations. You are not an Apple Music subscriber, the Music.app don't save listening history data to begin with. Only play counts are saved.

You can reset iPhone music play count using a Mac or PC.
