I bought this album from iTunes a long time ago, yesterday I bought a new phone and synced it with my computer. Now it shows the songs as available for download mixed in with the songs I’ve already transferred from the computer.

This wouldn’t be a problem to fix if it was just this one album, but it’s hundreds of them. How do I fix this?

I think there was an easy fix in iOS 12, but I can’t find it in iOS 13.

There might be a better way to do it with multiple albums but...

From the MacOS Music app Delete all the songs, including removing the files. Then go to your Purchased list and redownload them. Sometimes when you delete them they may become ‘Hidden’, in that case unhide them.

Resync your iOS device.
