Not sure I'm doing this right. When I start to exercise on my Watch 5 I launch to Music app and choose my AirPods Pro for the output. To adjust the volume I start to turn the Digital Crown but initially it has a white bar (which I presume is the alerts volume?) but if I keep going the bar turns green and the volume turns up on my AirPods Pro. Is that right? Any way to just make the volume on my AirPods Pro increase right away?
 
No. The delayed reaction is so that you don't make accidental volume changes. As you saw, once the bar turns green your volume changes.
 
Fwiw, the volume control used to work the way you’d like but Apple changed it a few years ago. I prefer it the other way as well.

Yep, this is correct. The reason for "a white bar" is .. originally there is no "white bar". You can adjust volume immediately but many people had their volume adjusted accidentally while exercising so Apple improve it by having "a white bar" there that does nothing to specifically prevents accidental adjustment. You can turn the crown very fast to get to volume adjustment faster.
