Mute button that does not mute

I have tried the Apple user forum and received conflicting answers about the mute button. When I have the switch set up to mute and then use it, it does not mute music or anything though it says in the bell that comes up that what I choose was muted but was not. What am I doing wrong?
Apple always wants to reset......
other users say it only mutes for something's and not for music?
Others have he the same problem
worked well with iPad2
Anybody know what the mute button really does and/or can I get it to work as I feel it should

I think it only mutes notifications so sounds like the lock sound and games and stuff like that music I think is suppose to keep playing.
