So I have been experiencing this issue for the last month I did not have this issue before and I don't know what happened. When I go to a coffee shop or somewhere else I want to use the WiFi. Most of the time it does not have a password and i just successfully join. But then nothing shows up. There was a log-in screen that popped up when I joined a WiFi and it asks for my phone number and stuff, then it connects me to the Internet. But it does not pop up now, therefore It does not allow me to connect to the Internet. the solutions I have tried:

Removing DNS servers on network settings
Launching safari and typing in "captive.apple.com"
Copying the routers IP address from Network settings and pasting it in the address bar.

The answers on any site I found says I should do these three steps and restarting my mac. None of these solutions worked for me. I just want to access the WiFi login page. If anyone can help me out I will be so happy. Thank you!
