when i punch in *639#, it says my activation fee is waived. i thought all iphones had a mandatory activation fee.

I would try to log into your account because when I do that, I get the same thing. However, the upgrade option on my account says differently:

As a valued AT&T customer, this line qualifies for discounted equipment pricing when you sign a new 2-year commitment.

We can offer you an additional discount up to $50.00 off regular 2-year commitment pricing and a waived upgrade fee on most devices. Additional discounts do not apply to iPhone.

iPhone Upgrade
As a valued AT&T customer, we can offer you a discounted iPhone upgrade with a new 2-year commitment and an $18 upgrade fee.

All I do is call up Att each time I get a new phone and ask them to delete the fee. Usually on the 2nd or 3rd attempt they do it.

Just tell them "I've been an Att customer x years, and I would like to have that fee waived"

Don't yell or get forecefull, just ask nice.

It's worked for me the last 6 years now.

When I first signed up with AT&T for the iPhone, I called them when I got my bill and asked, "What is this Activation Charge for?" and the CSR just offered to remove it lol. So I would just call once you get your bill with the $18 fee and ask about it.
