This problem was the result of forgetfulness and has been solved. I'll leave it up because it's possible someone else will find themselves struggling with a similarly boneheaded mistake and benefit from this.

I work with two Macs:
I'm trying to connect an Apricorn Aegis hardware-encrypted drive to the iMac such that I can both read from it and write to it, which I did successfully many times before this OS update. I won't go into detail on the troubleshooting I did on the third party Apricorn device, but it was thorough.
More importantly, I also just connected the Apricorn drive with full access to the still-working, un-updated (older Ventura) MacBook, so I can be pretty sure the drive is not to blame.
On the malfunctioning iMac, the Apricorn drive DOES mount, but is read-only, contrary to what it indicates in the "Get Info" dialog. There, it says that the admin has read/write access, but no method of writing works or is listed in context menus. Just in the interest of thoroughness, in the Apricorn drive's "Get Info" dialog, I tried to change the permissions for each class of user. In all cases, I got a pop-up alert telling me that I don't have permission to do that (again: this is the only user login and it is admin).
Now, you might be thinking, "Well, it works on the other computer so use that as a workaround." The obvious problem there--aside from just the fact that being locked out of basic functionality while logged in as an admin is more irksome than I care to tolerate--is that I can never update the MacBook or it will likely get up to the same antics.
If anyone knows what went wrong here, or what newly added checkbox I've left unchecked in some buried section of System Preferences, I would greatly appreciate that information. Thanks for reading this far!

An M1 iMac with one user login that is admin (I knew this but I also just checked) freshly updated to Ventura 13.1 last night
and...
STILL WORKS:
An M1 MacBook Pro that is still on Ventura 13.0.1 and was installed using Migration Assistant from the iMac (so same user, etc.)
