Ok, when I fisrt noticed this I thought it was the charger, but I bought a new one and the battery still shows a 95% charge but never reaches 100%! Could it be the battery? Any ideas?
 
If a battery is at 95% capacity, it does not charge. If it drops below 95%, then it will charge itself to 100%. This is a design to prevent the battery from charging everytime it is unplugged for a minute or so.

If your battery is not charging after the charge drops below 90%, then there may be an issue.

OP's statement depends on the context. Maybe he meant that his machine is reporting 95%, and he's currently waiting for it to get to 100%, which it will not.

So unless OP clarifies, or discharges the battery to 90% and sees, it may be hard to pinpoint the issue.
