My dilehma with broken iphone 3g and new iphone

Hey, so in the last several months i have completely fallen out of checking all the apple updated and failed to notice a new iphone was coming. So when i broke my iphone through water damage in the past week i was thrilled to notice i could have a lucky break here with a new iphone coming out. But the thing is i'm not sure if water damage is covered by the apple warrantly and im not sure how much the new iphone will cost me if i want to buy it. Can i get it for 199 if i choose to start a new three year contract?

Actually Apple has a water damage replacement of $199 now.
