My download speed shot up 2 fold!

I have cox high speed internet in Orange County, and I am paying for 7mbits download. But today I check and I'm at 14mbits! But my upload speed is down to a low 437kbits. What's going on?

cox had just released there speed burst program, when you need extra download speed it will give it to you, you will most likely avg. 7mbps. but durring long downloads or speed tests it will jump up there

And the nicer thing is, you can actually see that throughput on some downloads.

But I noticed on an iChat that my video going out was very slop, like 2 fps. But coming it it was OK. Yet on my sister's macbook over wireless, I was still blocky and slow, yet her pictures going out and in from the 3rd person were very clear. I am wired, and the 2 other computers in the house are wireless, yet theirs is faster. Why?
