At first, I saw the AC on 13'' was ~$1XX... now its $249? or has it always been that....

I don't know what the previous price is but Apple Care price seems to change from product line and generation of product line, so if it did go up you could look at it as Apple sees a higher risk of loss on the new line much like car insurance.

Not really b/c AppleCare can be bought anytime up to a year after you purchase your machine. So doubtful it's based on new product line and more likely just a convenient time to jack up prices, if that is what they did. Also, you can buy older "version" of AppleCare at a lower price and use it for your new computer.

so i get education discount with BOTH the MBP itself AND the AC?
 
13" Applecare can be had for around $110 on eBay. Just buy from a top-seller with a few stars and hundreds of positive feedback.

Yes, eBay is definitely the way to go but just as an FYI, something changed regarding Applecare and the brand new MBPs because I just purchased the new 13" MBP today and bought Applecare from a very high rated seller and it wouldn't work. He was great about getting back to me fast about the problem and he even tried to register it for me and it wouldn't work so he refunded my money. Said to check back with him in a few weeks and see if he gets the new Applecare that will cover the new machines.
