He lost his iPhone (not 3g, 1st gen i believe) around 2 years ago. He was wondering if it could still be tracked/traced if the phone was on and the SIM card has been removed. Is there a way to track it or will he never be able to find it again?

Nope, not if the SIM is removed. If it was still in he could have AT&T blacklist the device, not just the SIM card.
 
Are you sure your "friend" didn't find a iPhone, and now wants to know how to use it without getting caught?
