my Google Photos is approaching 60,000 photos(all taken with my Google Pixel 3, since I bought it on launch day back in 2018)

all of the 60,000 photos also reside on a portable hard drive on my desk... although they have never been organized... I simply copy the photos from the Pixel 3 to the hard drive whenever I have the time, so I imagine that they are a hot mess.

since I'm ending the use of the Pixel 3 as my daily driver phone and switching to the iPhone 12 Pro that I just got, is it possible to transfer all to iCloud Photo on my iPhone 12 Pro.
 
If the photos are in the Google Photos app, why not install the app on the iPhone? You can still synch to both services. If you have a Mac, you can add those photos to photos app and synch to iCloud and as such they will appear on phone if you sign in with same Apple ID.

You will need to purchase additional storage for iCloud.
