No it cannot be sent via email, you need to look in the trash to see if somehow you trashed it. Or you need to boot into the Recovery Partition and re-install OS X. Before you do ANYTHING though ensure you have a solid backup that you have tested.

I was already done "Empty Trash" before I knew my necessary file was thrown there.
