and i have no idea what it signifies.
It`s the sound that voice control makes on the 3gs, 4 and 4s.
But my device is a iphone 3g on ios 4.2.1
 
I had this problem too. Check the end of the cord if it's charging. My cord kept going in and out of the outlet. If it's not that I'm sorry then. ##
