My Keyboard (TAB) setting keeps changing by itself ..

In the system preferences, I once changed the Tab focus to ALL, instead of just the standard text boxes ...
A while later, I changed it back, because I didn't like it, but now, it seems to change back to 'ALL' all the time by itself.
REALLY annoying!

Any way to deal with this?
