My Mac thinks it is in Germany.

IP address correctly identifies my location. I am in Costa Rica. YouTube ads are in german, google goes to germany, Tried to watch Obama's speech and could not, said not available in Germany.
Apple store has me in the USA, that is ok. no tool bars have.
What is going on here.

Open your System Preferences, then Time & Date.
Click on Time Zone. What is the location listed there?
Do you have "Set Time Zone Automatically?

I'd also check your Region in those settings.

You may have a DNS problem. Try setting your DNS servers to Google's with the numbers 8.8.8.8 and 8.8.4.4.
