I reformatted the harddrive, started reinstalling the OS from the install disks that came with my Macbook. For some reason, it gets 70% through the second disk and stops. It says there was an error, and asks me to try again. I've tried numerous times. What's my next step?

Since it is getting through the first one ok it does not seem to be a hardware problem, so I would suggest you contact Apple by phone are request a replacement for your second disk which apparently has a problem.

I had this problem with the disks for my mac pro at the end of the week before last. Just call them ad explain the situation and they should send you out the replacement disk. If you have Apple Care it should be free - well mine was - I don't know but they may ask you to pay 9.95 hipping and handling otherwise.

Don't expect it to be a exact copy, mine looks like a pirated disk with blurred writing on. Although it is from Apple.
