I am considering selling my 2007 MBP 15" and getting the newest 13" MBP. Both are C2D, 2.2 and 2.4GHZ respectively. Does this mean that they will be pretty much the same speed, and that I won't really see an increase in speed? BTW, both have the same RAM at 4GB. Thanks.

What are you intending on doing with your MBP? Does your 15" have a dedicated GPU? The new 320M in the 13" makes the graphics faster than previous integrated designs, but dedicated GPUs are still faster. Another thing would be whether you need to screen size or not, which is based on what you will be doing on and with your MacBook Pro.

2007 MacBook Pro sports the 8600 GT M with 128 MB RAM (dedicated DDR2).
According tonotebookcheck, the recently released 320 M (256 MB shared RAM), performs on par with your current notebook's video card.

It's up to you, you will not notice any real benefit beside a slightly faster and newer processor (2800-2900 vs 3300-3400 in Geekbench) which runs cooler (draws less power) and a super long lasting battery but you lose Express Card slot (in my opinion that's the only real drawback of the current 15" compared to yours).

I almost forgot: DDR 3 RAM at 1066 MHz compared DDR 2 at 667 MHz will also help to achieve a bit more performance (as Geekbench score states).

Cheers
