My photo stream - photos app not importing over wifi/ trying to import imported photos over cable

The photos app really annoys me.

I have my photos stream turned on and so often

I) the photos app doesn't import pictures when my phone is in the same wifi as it should

Ii) often my photos app on my mac will say photos that are already imported are still to be imported when I plug in my phone via cable.

The photos app has been out for a while now and it's terrible at wifi syncing. Can anyone suggest reasons for these problems
