My Powerbook settings keep defaulting

Whenever I shutdown my PowerBook and restart it all of my settings go back to the default. Is there something im missing on how to keep my settings from changing.
 
This maybe a stupid thing to ask but being on OSX for only a day now if im running as admin will i not be able to save settings. I might have awnsered my own question, could someone give me something official. Bit of a learning curve moving from 8.5 to 10.3 so forgive my stupidity
