My request to review my Apple ID info could not be processed

So I tried to use the App Store for the first time a few months ago. When I tried to get an app I was sent through several windows to "review" my Apple ID information. When I got to the window for editing the details of my Apple ID and tried to submit the form, it told me that "Your request is temporarily unable to be processed. Please try again later." I just tried this again after several months and I got the same message.

Did you verify the CCV/security number on the associated credit/debit card? It will ask you to type it in again. I missed this several times before as I didn't read the dialogue boxes properly...
