My Safari, Game Center, and maps won't work on my iPhone 4

My safari, game center, and maps wont work on my iPhone4 after updating it to ios 6.1.3

Define "not work." Does the app not launch? Does it crash after launching? Does it not reach the internet? Did you reboot? Did you try to restore?

Everytime i launch the maps and safari.. Few seconds it will close. While in the game center it only loading

Have you rebooted since the update? If yes, you may need to restore and start again. Something is conflicting.

I already tried it. But after that i need to hacktivate it again and then nothing happens just like before
