My Second HDD in my optical drive won't spin down. HELP!

Okay,

So I have a mid 2010 macbook pro I just put a new SSD into the main hard drive spot. In doing so I replaced my optical drive with my old HDD. I've read and read and read about this and see people have issues with this but I can't seem to find a solution. I've tried a bunch of things in Terminal of which I've had no success. I hid both partitions from spotlight and that did not work. All of the websites I've found have been several years old.

Any suggestions?
